Ingredients<\/h2>\n<ul>\n<li>2 tablespoons olive oil<\/li>\n<li>2 cups chopped onions<\/li>\n<li>1 red bell pepper, chopped<\/li>\n<li>1 red chile, such as serrano or jalapeno, seeds and stem removed, minced<\/li>\n<li>3 garlic cloves, minced<\/li>\n<li>2 teaspoons Harissa<\/li>\n<li>1\/2 teaspoon cumin powder<\/li>\n<li>1\/8 teaspoon saffron threads<\/li>\n<li>1 fennel bulb, diced<\/li>\n<li>2 cups diced potatoes<\/li>\n<li>6 cups fish stock<\/li>\n<li>3 tablespoons fresh lemon juice<\/li>\n<li>4 1\/2 pounds mixed fish and <a href=\"https:\/\/www.seafood-harvest.com\/index.php\/2020\/11\/08\/how-to-smoke-succulent-shellfish\/\">shellfish<\/a>, washed and cleaned<\/li>\n<li>4 cups deseeded tomatoes<\/li>\n<li>1\/2 cup chopped cilantro<\/li>\n<li>1\/2 cup parsley<\/li>\n<li>1 teaspoon salt<\/li>\n<li>1\/2 teaspoon freshly ground while pepper<\/li>\n<\/ul>\n<h2>Instructions<\/h2>\n<ol>\n<li>Heat the oil in a large, heavy casserole, add the onions, bell pepper, chile, and garlic, and saute for 2 minutes, stirring occasionally.<\/li>\n<li>Stir in the Harissa, cumin powder, saffron, fennel, potatoes, lemon juice, and fish stock.\u00a0 Bring the mixture to a boil, reduce the heat to a simmer, cover, and simmer for 15 to 20 minutes, until the potatoes are tender.<\/li>\n<li>Add the fish, tomatoes, cilantro,
